ZEV and vZEV in the Canton of St. Gallen
What applies in the Canton of St. Gallen for your ZEV
ZEV, vZEV and LEG in brief
A ZEV (self-consumption community) is a group of consumers who share the solar power from their own system behind one grid connection. A vZEV (virtual ZEV) achieves the same with separate connections, and the grid operator handles the allocation. The LEG (local electricity community) has been possible since 1 January 2026 and includes neighbours through the public grid.
What applies in the Canton of St. Gallen
Under Art. 5b of the St. Gallen Energy Act, new buildings generate part of the power they need themselves. Alternatively, they reduce the weighted energy demand by 5 kWh per m² of heated area and year. The Energy Ordinance sets own power generation at at least 10 W per m² of energy reference area, with no more than 30 kW required per building. Anyone who does without pays a replacement levy of up to CHF 3,000 per kWp.
For developments, Art. 4c of the ordinance is important. The own power generation of several buildings can be proven with an agreement on a long-term ZEV, if the buildings belong to the same special-use plan and are approved in the same procedure. Extensions of less than 50 m² of additional energy reference area are exempt.
Grid operator and metering
SAK supplies 15 communes in the Canton of St. Gallen. According to its website, the following applies to all models: participants are in the same SAK grid, and a production system is required. The setting-up must be notified three months in advance. For the vZEV, SAK takes over the metering. For the LEG it requires smart meters. In the other communes, the local utility decides on meters and billing.
We plan the solar system, the metering concept and the contracts with your grid operator together. For new buildings, we align the proof of own power generation with the building application. If your building also gets a heat pump, the share of solar power that the building uses itself goes up.

Frequently asked questions
Before you get in touch.
Is the site visit really free?
Yes. The visit and the quote cost you nothing and commit you to nothing. You only decide once you hold the binding quote in your hands.
Do I need a solar system on a new building in the Canton of St. Gallen?
New buildings must generate part of their power themselves, at least 10 W per m² of energy reference area, up to a maximum of 30 kW per building. As a substitute, a reduction in energy demand or a replacement levy is possible. We work out with you which route makes the most sense for your project.
Can several new buildings in the Canton of St. Gallen meet the duty together?
Yes, with an agreement on a long-term ZEV. The buildings must be in the same special-use plan and be approved in the same building permit procedure. This is of interest for developments with several houses.
What do I need to know about the grid operator SAK for a vZEV?
By its own account, SAK requires all participants to be in the same SAK grid and the setting-up to be notified three months in advance. For a vZEV, SAK installs and operates the meters. Registration is made through a form on the SAK website.
Do all tenants have to take part in a ZEV?
No. Anyone who does not want to take part stays with the electricity utility. Participation must be voluntary, and the solar power must not cost more than grid electricity. We set out how this is handled in your building in the concept.
What can the solar power cost in a ZEV?
The internal tariff must be below the grid operator's price for comparable customers. As an industry guide value, a discount of about 20 per cent applies. The rules can change. We check the current status during planning.
Do I need a new solar system for a ZEV?
Usually yes, or at least an extension. Existing systems can often be integrated if the metering and distribution are adapted. We check this during the site visit.
Which regions do you cover?
All of German-speaking Switzerland. We build most often in the cantons of Zurich, St. Gallen, Schwyz and Aargau. Our locations are in Zumikon ZH and Lachen SZ.
