ZEV and vZEV in the Canton of Solothurn
What applies in the Canton of Solothurn for ZEV, vZEV and LEG
ZEV, vZEV and LEG in brief
A ZEV (self-consumption community) joins several parties behind one grid connection. They share the solar power from their own roof and bill internally. In a vZEV (virtual ZEV), the connections stay separate, and the grid operator allocates the solar power through its metering. The LEG (local electricity community) has existed since 1 January 2026. It allows solar power to be exchanged over the public grid. At federal level, EnG Art. 17 and 18 and EnV Art. 14 to 18 apply. The page on ZEV, vZEV and LEG gives an overview.
What applies in the Canton of Solothurn
On 9 February 2025, Solothurn voters rejected the revised energy act. Among other things, it would have required new buildings to generate part of their power themselves. This duty therefore does not apply. In the Canton of Solothurn, a ZEV is therefore an economic decision. It is worthwhile when the system supplies enough power for several parties and the internal tariff is attractive. We work this out for your building.
Grid operator and metering
Several utilities supply power in the Canton of Solothurn, including BKW, Primeo Netz, AVAG and Regio Energie Solothurn. Regio Energie describes all three models on its website. For a ZEV, private meters measure behind the connection, and the utility does not handle billing. For a vZEV, several consumers in different buildings share the solar power over the distribution grid, metering is done through the utility’s smart meters, and a shared grid connection point is required. For the LEG, the utility states grid fees reduced by 20 to 40% on the LEG power.
Other utilities have other requirements. We clarify the metering concept and meter location with your utility before the quote, build the system with our own installers and register it.

Frequently asked questions
Before you get in touch.
Is the site visit really free?
Yes. The visit and the quote cost you nothing and commit you to nothing. You only decide once you hold the binding quote in your hands.
Is there a solar duty for new buildings in the Canton of Solothurn?
No. The revised energy act, which would have required own power in new buildings, was rejected on 9 February 2025. A ZEV in the Canton of Solothurn is therefore a voluntary decision.
What does Regio Energie offer in Solothurn on ZEV, vZEV and LEG?
Regio Energie describes ZEV, vZEV and LEG on its website. For a ZEV, metering is done with private meters, and for a vZEV with the utility's smart meters. By its own account, the utility does not offer billing services for a ZEV.
Is metering the same at all utilities in the Canton of Solothurn?
No, each utility sets its own requirements. In the Canton of Solothurn, BKW, Primeo, AVAG and Regio Energie, among others, supply power. We clarify the metering concept with your utility before the quote.
Do all tenants have to take part in a ZEV?
No. Anyone who does not want to take part stays with the electricity utility. Participation must be voluntary, and the solar power must not cost more than grid electricity. We set out how this is handled in your building in the concept.
What can the solar power cost in a ZEV?
The internal tariff must be below the grid operator's price for comparable customers. As an industry guide value, a discount of about 20 per cent applies. The rules can change. We check the current status during planning.
Do I need a new solar system for a ZEV?
Usually yes, or at least an extension. Existing systems can often be integrated if the metering and distribution are adapted. We check this during the site visit.
Which regions do you cover?
All of German-speaking Switzerland. We build most often in the cantons of Zurich, St. Gallen, Schwyz and Aargau. Our locations are in Zumikon ZH and Lachen SZ.
