ZEV and vZEV in the Canton of Schaffhausen
What applies in the Canton of Schaffhausen for ZEV, vZEV and LEG
ZEV, vZEV and LEG in brief
A ZEV (self-consumption community) joins several parties behind one grid connection. They share the solar power from their own roof and bill internally. In a vZEV (virtual ZEV), the connections stay separate, and the grid operator allocates the solar power through its metering. The LEG (local electricity community) has existed since 1 January 2026. It allows solar power to be exchanged over the public grid. At federal level, EnG Art. 17 and 18 and EnV Art. 14 to 18 apply. The page on ZEV, vZEV and LEG gives an overview.
What applies in the Canton of Schaffhausen
Since 1 April 2021, the MuKEn 2014 (model energy provisions of the cantons) have applied in the Canton of Schaffhausen. They include the duty to install a power generation system in, on or at the building for new builds (§ 26f of the Energiehaushaltverordnung). The cantonal government adjusted the requirement with the ordinance package of November 2023. According to the explanations of the energy office, it should be 30 W per m² of energy reference area, with transition periods for applications already under way. We check the currently applicable value for every project.
For the ZEV, the ordinance provides that the output is counted across all buildings included. Anyone who does not want to build the system, or only part of it, can compensate with a substitute solution and reduce the building’s energy demand further.
Grid operator and metering
The Elektrizitätswerk des Kantons Schaffhausen supplies 25 of the 26 communes. Which metering and which models (ZEV, vZEV, LEG) the utility permits, we clarify directly with it before the quote, because we cannot verify any published information sheets on this. We plan the meter location and distribution so that a later switch between the models stays possible.
For a new apartment building, it is worth planning the mandatory system and the ZEV together. We prepare the calculation, build with our own installers and register the system.

Frequently asked questions
Before you get in touch.
Is the site visit really free?
Yes. The visit and the quote cost you nothing and commit you to nothing. You only decide once you hold the binding quote in your hands.
Is there a duty to generate own power in the Canton of Schaffhausen?
Yes. The cantonal energy management ordinance (Energiehaushaltverordnung, EHV) requires a power generation system on the building for new builds (§ 26f EHV). The cantonal government adjusted the required output in 2023, and we check the currently applicable value for your project.
How is the solar duty in the Canton of Schaffhausen counted for a ZEV?
For a self-consumption community, the required output per m² of energy reference area is counted across all buildings included. This makes it possible to build the system on the roof with the best yield.
Can I do without the system in Schaffhausen?
Schaffhausen law provides a substitute solution. Anyone who generates less power must reduce the building's energy demand more. We work out with you whether this is worthwhile for your new building.
Do all tenants have to take part in a ZEV?
No. Anyone who does not want to take part stays with the electricity utility. Participation must be voluntary, and the solar power must not cost more than grid electricity. We set out how this is handled in your building in the concept.
What can the solar power cost in a ZEV?
The internal tariff must be below the grid operator's price for comparable customers. As an industry guide value, a discount of about 20 per cent applies. The rules can change. We check the current status during planning.
Do I need a new solar system for a ZEV?
Usually yes, or at least an extension. Existing systems can often be integrated if the metering and distribution are adapted. We check this during the site visit.
Which regions do you cover?
All of German-speaking Switzerland. We build most often in the cantons of Zurich, St. Gallen, Schwyz and Aargau. Our locations are in Zumikon ZH and Lachen SZ.
