What applies in the Canton of Lucerne for your ZEV
ZEV, vZEV and LEG in brief
The federal government regulates the self-consumption community (ZEV) in the Energy Act (Art. 17 and 18) and in the Energy Ordinance (Art. 14 to 18). A ZEV brings several parties on one plot together behind a shared grid connection. The virtual ZEV (vZEV) uses existing connections and allocates the solar power through virtual metering. The local electricity community (LEG) has applied since 1 January 2026 and allows exchange over the public grid, with a reduced grid usage tariff. Which form suits your building depends on the connection and the grid operator.
What applies in the Canton of Lucerne
Since 1 March 2025, new buildings and renovations of the roof covering or waterproofing in the Canton of Lucerne must make appropriate use of their potential to generate power. The proof is handled in the existing notification procedure (Meldeverfahren) for solar systems. For owners of apartment buildings this means: anyone who builds or renews the roof is planning the system anyway. With a ZEV, the mandatory system becomes an advantage for all tenants, because the power stays in the building.
Grid operator and metering
CKW supplies 70 of the 79 communes in Lucerne and explains the three models on its website. For the ZEV, it describes shared use with internal lines and one grid connection, and for the vZEV virtual metering over existing connections. For the LEG, reduced grid usage tariffs apply to the internal exchange. CKW offers a ZEV calculator, a configurator and billing solutions.
There are also small utilities such as EWS or Elektra Luthern, with their own procedures. We agree the metering concept and registration with your utility before construction. Is there a duty to generate power in a new building in the Canton of Lucerne?
Yes. Since 1 March 2025, new buildings and roof renovations must make appropriate use of their potential to generate power. With a ZEV, the residents themselves use the power from the mandatory system.
Does CKW support ZEV and vZEV in the Canton of Lucerne?
CKW explains ZEV, vZEV and LEG on its website and offers a ZEV calculator and a configurator. We clarify with the utility what metering your building needs.
Does a vZEV make more sense than a ZEV in Lucerne or Emmen?
A vZEV saves converting the main distribution board, but it requires the grid operator to offer virtual metering. We calculate ZEV and vZEV side by side for your building.
Do all tenants have to take part in a ZEV?
No. Anyone who does not want to take part stays with the electricity utility. Participation must be voluntary, and the solar power must not cost more than grid electricity. We set out how this is handled in your building in the concept.
What can the solar power cost in a ZEV?
The internal tariff must be below the grid operator's price for comparable customers. As an industry guide value, a discount of about 20 per cent applies. The rules can change. We check the current status during planning.
Do I need a new solar system for a ZEV?
Usually yes, or at least an extension. Existing systems can often be integrated if the metering and distribution are adapted. We check this during the site visit.
