ZEV and vZEV in the Canton of Graubünden
What applies in the Canton of Graubünden for your ZEV
ZEV, vZEV and LEG in brief
The federal government regulates the self-consumption community (ZEV) in the Energy Act (Art. 17 and 18) and in the Energy Ordinance (Art. 14 to 18). A ZEV brings several parties on one plot together behind a shared grid connection. The virtual ZEV (vZEV) uses existing connections and allocates the solar power through virtual metering. The local electricity community (LEG) has applied since 1 January 2026 and allows exchange over the public grid, with a reduced grid usage tariff. Which form suits your building depends on the connection and the grid operator.
What applies in the Canton of Graubünden
The Canton of Graubünden requires that new buildings generate part of their power on the building itself. It provides information and proof forms for this. Which output and which alternatives exactly apply, we have not conclusively verified for this page. We clarify this for your project with the commune and plan the system so that the proof is met.
For an apartment building this means: the system is needed anyway, and with a ZEV the residents use the power. At higher altitudes, steeply tilted modules give a higher yield in winter, and we take this into account in planning.
Grid operator and metering
In the Canton of Graubünden, Repower is the grid operator in 32 communes, and there are also Rhiienergie, EWZ in some communes and small municipal utilities, among others. Repower explains on its website that there is no self-consumption as soon as the utility’s grid is used between production and consumption. In that case a vZEV or LEG comes into question.
We agree the metering concept and registration with the responsible utility before construction. Our services include planning through to commissioning from a single source, registering the system, subsidy applications and installation with our own installers. The solar system itself is described on the solar system page.

Frequently asked questions
Before you get in touch.
Is the site visit really free?
Yes. The visit and the quote cost you nothing and commit you to nothing. You only decide once you hold the binding quote in your hands.
Must a new building in the Canton of Graubünden generate solar power?
Yes. Under cantonal energy legislation, new buildings must generate part of their power themselves. The canton gives the details in its documents. We check the proof for your project.
Which utility is responsible for my ZEV in the Canton of Graubünden?
It depends on the commune. In many communes it is Repower, and there are also Rhiienergie and municipal utilities, among others. We clarify registration and metering with the responsible utility.
Can several owners in Graubünden join together in a ZEV?
Repower points out that several owners can join together in a ZEV. The condition is that the utility's grid does not lie between the system and the consumption. Whether a vZEV or a LEG is possible, we clarify for your building.
Do all tenants have to take part in a ZEV?
No. Anyone who does not want to take part stays with the electricity utility. Participation must be voluntary, and the solar power must not cost more than grid electricity. We set out how this is handled in your building in the concept.
What can the solar power cost in a ZEV?
The internal tariff must be below the grid operator's price for comparable customers. As an industry guide value, a discount of about 20 per cent applies. The rules can change. We check the current status during planning.
Do I need a new solar system for a ZEV?
Usually yes, or at least an extension. Existing systems can often be integrated if the metering and distribution are adapted. We check this during the site visit.
Which regions do you cover?
All of German-speaking Switzerland. We build most often in the cantons of Zurich, St. Gallen, Schwyz and Aargau. Our locations are in Zumikon ZH and Lachen SZ.
