ZEV and vZEV in German-speaking Fribourg
What applies in German-speaking Fribourg for your ZEV
ZEV, vZEV and LEG in brief
The federal government regulates the self-consumption community (ZEV) in the Energy Act (Art. 17 and 18) and in the Energy Ordinance (Art. 14 to 18). A ZEV brings several parties on one plot together behind a shared grid connection. The virtual ZEV (vZEV) uses existing connections and allocates the solar power through virtual metering. The local electricity community (LEG) has applied since 1 January 2026 and allows exchange over the public grid, with a reduced grid usage tariff. Which form suits your building depends on the connection and the grid operator.
What applies in German-speaking Fribourg
German-speaking Fribourg belongs to the Canton of Fribourg, so the law of the whole canton applies. Since 1 January 2020, the canton has been implementing the model energy provisions of the cantons (MuKEn 2014). For new residential buildings, a power generation system that covers about 20% of the electricity demand must therefore be installed on site. The canton specifies 10 watts per square metre of energy reference area, which corresponds to about 2 kW of installed capacity for a single-family home.
In an apartment building, the mandatory system is a reason to use the power across the whole building. The canton itself points out that the power is mostly self-consumed and is therefore cheaper than grid power. The ZEV brings this advantage to all tenants.
Grid operator and metering
In the 15 communes of German-speaking Fribourg, Groupe E is the grid operator. A ZEV needs one shared connection point and its own metering behind it. For the vZEV and the LEG, the utility provides the metering data and the allocation. We agree the metering concept and registration with Groupe E before construction, so that meters and billing are right from the start.
Our services include planning the system and the metering, registration, subsidy applications and installation with our own installers. The solar system itself is described on the solar system page.

Frequently asked questions
Before you get in touch.
Is the site visit really free?
Yes. The visit and the quote cost you nothing and commit you to nothing. You only decide once you hold the binding quote in your hands.
Must a new building in German-speaking Fribourg generate solar power?
Yes. For new residential buildings, the Canton of Fribourg requires a system that covers about 20% of the electricity demand on site, at 10 watts per square metre of energy reference area. In practice, a photovoltaic system meets this.
Which utility is responsible for a ZEV in German-speaking Fribourg?
In the 15 communes of German-speaking Fribourg, Groupe E is the grid operator. We clarify registration, meters and metering data for ZEV, vZEV or LEG with the utility for you.
Is the mandatory system enough for a ZEV in an apartment building in German-speaking Fribourg?
The mandatory system is a minimum. For a ZEV, a larger system that uses as much roof area as possible is usually worthwhile. We calculate both sizes with your figures.
Do all tenants have to take part in a ZEV?
No. Anyone who does not want to take part stays with the electricity utility. Participation must be voluntary, and the solar power must not cost more than grid electricity. We set out how this is handled in your building in the concept.
What can the solar power cost in a ZEV?
The internal tariff must be below the grid operator's price for comparable customers. As an industry guide value, a discount of about 20 per cent applies. The rules can change. We check the current status during planning.
Do I need a new solar system for a ZEV?
Usually yes, or at least an extension. Existing systems can often be integrated if the metering and distribution are adapted. We check this during the site visit.
Which regions do you cover?
All of German-speaking Switzerland. We build most often in the cantons of Zurich, St. Gallen, Schwyz and Aargau. Our locations are in Zumikon ZH and Lachen SZ.
