ZEV and vZEV in the Canton of Basel-Country

What applies in Basel-Country for ZEV, vZEV and LEG

ZEV, vZEV and LEG in brief

In a ZEV (self-consumption community), several parties behind one shared grid connection share the solar power from their own roof. In a vZEV (virtual ZEV), every flat keeps its own connection, and the grid operator allocates the power through its metering. The LEG (local electricity community) has been possible since 1 January 2026 and allows solar power to be exchanged within a grid area. The federal Energy Act sets the basics (Art. 17 and 18). Tenants take part voluntarily, and the internal solar power must not cost more than grid power.

What applies in Basel-Country

We have not found any cantonal rule on ZEV or vZEV, so federal law applies. Whether your new building must have a minimum share of its own power generation is set by cantonal energy law and is checked in the building application. We clarify this with the commune during planning and do not give a blanket assurance. A solar system for a ZEV can usually be combined with such a requirement.

Grid operator and metering

The largest grid operator is the cooperative Elektra Baselland (EBL), which supplies more than half of the communes. On its website it presents the self-consumption solutions ZEV, vZEV and LEG, and lists the LEG as an offer from 2026. Registration, deadlines and meter requirements for your building are not given there in one overview, so we ask EBL directly before the quote. The same applies to Primeo Netz and BKW, which also supply communes in the canton.

In a ZEV, we meter each party separately behind the shared connection. This keeps tenant changes simple. We plan the solar system and metering from a single source and coordinate both with your utility.

Is the site visit really free?

Yes. The visit and the quote cost you nothing and commit you to nothing. You only decide once you hold the binding quote in your hands.

Which models does EBL offer in Basel-Country for sharing solar power in a building?

EBL lists the ZEV, the vZEV and the LEG on its website. Which option suits your building depends on the connection and the building. We clarify this at the site visit.

Can the LEG already be used in Basel-Country?

The LEG has been legally possible since 1 January 2026, and EBL offers it from 2026. How it is put into practice for you, we clarify with the utility that supplies your neighbourhood.

Is a grid operator other than EBL responsible for a ZEV in Basel-Country?

It is possible. EBL supplies most communes, and Primeo Netz, BKW and small cooperatives supply others. We ask for the rules from the utility your building is connected to.

Do all tenants have to take part in a ZEV?

No. Anyone who does not want to take part stays with the electricity utility. Participation must be voluntary, and the solar power must not cost more than grid electricity. We set out how this is handled in your building in the concept.

What can the solar power cost in a ZEV?

The internal tariff must be below the grid operator's price for comparable customers. As an industry guide value, a discount of about 20 per cent applies. The rules can change. We check the current status during planning.

Do I need a new solar system for a ZEV?

Usually yes, or at least an extension. Existing systems can often be integrated if the metering and distribution are adapted. We check this during the site visit.

Which regions do you cover?

All of German-speaking Switzerland. We build most often in the cantons of Zurich, St. Gallen, Schwyz and Aargau. Our locations are in Zumikon ZH and Lachen SZ.
