ZEV and vZEV in the Canton of Basel-City
What applies in Basel-City for ZEV, vZEV and LEG
ZEV, vZEV and LEG in brief
In a ZEV (self-consumption community), several parties behind one shared grid connection share the solar power from their own roof. In a vZEV (virtual ZEV), every flat keeps its own connection, and the grid operator allocates the power through its metering. The LEG (local electricity community) has been possible since 1 January 2026 and allows solar power to be exchanged within a grid area. The basis is the federal Energy Act (Art. 17 and 18). Tenants take part voluntarily.
What applies in Basel-City
In 2025, the cantonal government referred a revised solar offensive to the Grand Council. It provides for a solar duty for existing buildings with more than 100 m² of suitable roof area, taking effect after a transition period of 15 years. Owners who do not comply would pay a replacement levy of CHF 150 per kW. Exceptions include cultural monuments of cantonal or national importance. This is a proposal and not yet law. For new buildings we have not found a separate rule, and we clarify it for your project with the authorities.
For owners and property managers, this means: a solar system with a ZEV can be built voluntarily today and fits this development.
Grid operator and metering
The grid operator across the whole canton is IWB Industrielle Werke Basel. Among other things, it offers a solar pool in which solar power is used and shared together. We have not found a public information sheet on ZEV, vZEV and LEG with deadlines and meter requirements. So before the quote, we ask IWB directly about registration, metering and billing. In a ZEV, we meter each party separately behind the shared connection, so that tenant changes stay simple.
We plan the solar system and metering from a single source and coordinate both with your utility.

Frequently asked questions
Before you get in touch.
Is the site visit really free?
Yes. The visit and the quote cost you nothing and commit you to nothing. You only decide once you hold the binding quote in your hands.
Is there a solar duty for existing buildings in Basel-City?
The revised solar offensive provides for a duty for buildings with more than 100 m² of suitable roof area, with a transition period of 15 years. It was referred to the Grand Council in 2025. We check the current status for your building.
Who is the grid operator for a ZEV in Basel-City?
IWB, which supplies all three communes of the canton. We clarify registration and metering with IWB before the quote, because we have not found a public information sheet on this.
Is a ZEV worthwhile in Basel-City with little roof area?
That depends on roof area, consumption and metering costs. In dense developments the area is often tight, so we calculate with your figures and tell you openly if a ZEV does not suit your building.
Do all tenants have to take part in a ZEV?
No. Anyone who does not want to take part stays with the electricity utility. Participation must be voluntary, and the solar power must not cost more than grid electricity. We set out how this is handled in your building in the concept.
What can the solar power cost in a ZEV?
The internal tariff must be below the grid operator's price for comparable customers. As an industry guide value, a discount of about 20 per cent applies. The rules can change. We check the current status during planning.
Do I need a new solar system for a ZEV?
Usually yes, or at least an extension. Existing systems can often be integrated if the metering and distribution are adapted. We check this during the site visit.
Which regions do you cover?
All of German-speaking Switzerland. We build most often in the cantons of Zurich, St. Gallen, Schwyz and Aargau. Our locations are in Zumikon ZH and Lachen SZ.
