ZEV and vZEV in the Canton of Appenzell Innerrhoden
What applies in Appenzell Innerrhoden for ZEV, vZEV and LEG
ZEV, vZEV and LEG in brief
A ZEV (self-consumption community) joins several parties behind one shared grid connection, and they share the solar power from their own roof. In a vZEV (virtual ZEV), every flat keeps its own connection, and the grid operator allocates the power through its metering. The LEG (local electricity community) has been possible since 1 January 2026 and allows solar power to be exchanged within a grid area. The basis is the federal Energy Act (Art. 17 and 18). Tenants take part voluntarily.
What applies in Appenzell Innerrhoden
The revised cantonal energy act and energy ordinance have been in force since 1 April 2020, and enforcement follows the MuKEn 2014 (model energy provisions of the cantons). The canton writes: new houses must produce part of their power themselves, for example with a photovoltaic system. The page does not state the minimum output, so we clarify it for your project with the energy office. In a new building with several flats, the mandatory system can also form the basis for a ZEV.
Grid operator and metering
Four of the five communes are supplied by the Feuerschaugemeinde Appenzell through its energy and water supply, and one commune is in the grid of Elektra Walzenhausen. The Feuerschaugemeinde gives information on its website about producing your own power and self-consumption. We have not found an information sheet on vZEV and LEG with deadlines. For small houses with few parties, we calculate the ZEV separately. So before the quote, we ask the utility directly about registration, meters and billing. In a ZEV, we meter each party separately behind the shared connection, so that tenant changes stay simple.
We plan the solar system and metering from a single source and coordinate both with your utility.

Frequently asked questions
Before you get in touch.
Is the site visit really free?
Yes. The visit and the quote cost you nothing and commit you to nothing. You only decide once you hold the binding quote in your hands.
Must a new building in Appenzell Innerrhoden generate its own power?
The canton states on its website that new houses must produce part of their power themselves, for example with a photovoltaic system. We clarify the exact minimum output for your project with the energy office.
Who is the contact for a ZEV in Appenzell Innerrhoden?
In four of the five communes it is the Feuerschaugemeinde Appenzell, with its energy and water supply. Its website gives information on producing your own power and self-consumption. We ask about registration and metering before the quote.
Is a ZEV worthwhile in Appenzell Innerrhoden for a small house too?
That depends on roof area, consumption and metering costs. We calculate it with your figures and tell you openly if a ZEV does not suit your house.
Do all tenants have to take part in a ZEV?
No. Anyone who does not want to take part stays with the electricity utility. Participation must be voluntary, and the solar power must not cost more than grid electricity. We set out how this is handled in your building in the concept.
What can the solar power cost in a ZEV?
The internal tariff must be below the grid operator's price for comparable customers. As an industry guide value, a discount of about 20 per cent applies. The rules can change. We check the current status during planning.
Do I need a new solar system for a ZEV?
Usually yes, or at least an extension. Existing systems can often be integrated if the metering and distribution are adapted. We check this during the site visit.
Which regions do you cover?
All of German-speaking Switzerland. We build most often in the cantons of Zurich, St. Gallen, Schwyz and Aargau. Our locations are in Zumikon ZH and Lachen SZ.
