ZEV and vZEV in the Canton of Appenzell Ausserrhoden

What applies in Appenzell Ausserrhoden for ZEV, vZEV and LEG

ZEV, vZEV and LEG in brief

In a ZEV (self-consumption community), several parties behind one shared grid connection share the solar power from their own roof. In a vZEV (virtual ZEV), every flat keeps its own connection, and the grid operator allocates the power through its metering. The LEG (local electricity community) has been possible since 1 January 2026 and allows solar power to be exchanged within a grid area. The basis is the federal Energy Act (Art. 17 and 18). Tenants take part voluntarily.

What applies in Appenzell Ausserrhoden

We have not found any cantonal rule on ZEV or vZEV. The canton checks the energy rules for new buildings through the energy certificate in the building application, based on the cantonal energy act. Whether a minimum share of your own power generation is required is something we clarify with the commune for your project, and we do not give a blanket assurance. In new apartment buildings, a ZEV combines well with the solar system.

Grid operator and metering

In the canton, St. Gallisch-Appenzellische Kraftwerke (SAK) supply most communes. They describe their rules on the web page «Strom selber produzieren und verbrauchen» (producing and using your own electricity). For such communities, these points apply there:

  • Registration is made at least three months before the start, through an online form.
  • For a vZEV, SAK installs the participants’ meters.
  • A classic ZEV can work with its own meters behind a shared connection.
  • You work out the internal cost split yourself from the quarter-hourly values. SAK does not help with this.
  • The LEG requires a smart meter.

There are also small utilities in Ausserrhoden, for example in Heiden, Walzenhausen and Schönengrund. For these we ask for the rules individually. We plan the solar system and metering from a single source and coordinate everything with your utility.

Frequently asked questions

Before you get in touch.

Your question is not listed?

044 980 08 80info@solarinnovation.ch
Is the site visit really free?

Yes. The visit and the quote cost you nothing and commit you to nothing. You only decide once you hold the binding quote in your hands.

How early must I register a ZEV with SAK in Appenzell Ausserrhoden?

SAK requires registration three months in advance through an online form. We build this lead time into the schedule and prepare the details for you.

Who meters the power in a vZEV in Appenzell Ausserrhoden?

For a virtual ZEV, SAK installs the participants' meters. You work out the internal cost split yourself from the quarter-hourly values, or through a service provider. We show you both routes.

Does the LEG in Appenzell Ausserrhoden need a smart meter?

Yes, SAK names a smart meter as a requirement. Participants must also be in the same grid area and on the same grid level. We check this at the site visit.

Do all tenants have to take part in a ZEV?

No. Anyone who does not want to take part stays with the electricity utility. Participation must be voluntary, and the solar power must not cost more than grid electricity. We set out how this is handled in your building in the concept.

What can the solar power cost in a ZEV?

The internal tariff must be below the grid operator's price for comparable customers. As an industry guide value, a discount of about 20 per cent applies. The rules can change. We check the current status during planning.

Do I need a new solar system for a ZEV?

Usually yes, or at least an extension. Existing systems can often be integrated if the metering and distribution are adapted. We check this during the site visit.

Which regions do you cover?

All of German-speaking Switzerland. We build most often in the cantons of Zurich, St. Gallen, Schwyz and Aargau. Our locations are in Zumikon ZH and Lachen SZ.
