In-roof solar in the Canton of Basel-City
What applies to your solar roof in the Canton of Basel-City
Solar roofs in historic core zones and protected townscapes
Basel-City regulates the duty to notify in § 7 of the implementing provisions to the Building and Planning Ordinance. Well-adapted roof systems must be notified in, among others, numbered zones, conservation zones (Schonzonen) and the industrial and commercial zone. The notification goes to the Building and Hospitality Inspectorate at least two weeks before work starts. In protection zones and on listed buildings a building application (Baubegehren) is needed, and projects in the protection zone go to the Basel heritage protection office. The canton names no separate rule for in-roof systems. In the city, with its dense roofscapes, what matters most is the zone and the heritage status of your house.
Subsidies
For integrated systems, the federal government pays a higher one-off payment (Einmalvergütung, EIV) through Pronovo than for add-on systems. At cantonal level, the Aktion Solarkraftwerk Basel gives an additional contribution if you combine an energy-efficiency roof renovation with photovoltaics. The contributions are CHF 50 per square metre of renovated roof area, doubled to CHF 100 where modules are installed. For facades the amounts are CHF 70 and CHF 140. The scheme runs as long as the approved budget lasts.
Plan the roof renovation and solar roof together
Around 88% of the residential buildings in Basel-City were built before 1980. If you are renewing the roof anyway, you can plan insulation, underlay and in-roof modules in one order and submit the application before construction starts. In 2025 the cantonal government (Regierungsrat) also referred a revised solar offensive to the Grand Council (Grosser Rat), with a solar obligation for existing buildings with 100 m² or more of suitable roof area and a transition period of 15 years. At the site visit we tell you which status applies to your building. For roof systems, the scheme counts the area with good and best suitability according to the canton’s solar cadastre, and we check this for your roof in advance.

Frequently asked questions
Before you get in touch.
Is the site visit really free?
Yes. The visit and the quote cost you nothing and commit you to nothing. You only decide once you hold the binding quote in your hands.
How much does Basel-City pay for a solar roof with a roof renovation?
The Aktion Solarkraftwerk pays CHF 50 per square metre for a renovated roof. This doubles to CHF 100 where you fit PV modules on the renovated roof.
How large must the system be in Basel-City for the Aktion Solarkraftwerk?
For roof systems, the subsidy only applies if 90% of the area with good and best suitability according to the solar cadastre, or the technically feasible potential, is covered. The application must arrive before construction starts.
Do I need a building application (Baubegehren) in a Basel protection zone for in-roof solar modules?
In protection zones and on listed buildings, a building application (Baubegehren) is still needed. In the conservation zone (Schonzone), a notification is enough for solar systems. We clarify the zone before planning.
Is an in-roof system watertight?
Yes, if it is properly planned and installed. Together with flashings and seals, the modules form the water-bearing layer. Underneath, an underlay membrane remains as a second safeguard. Connections at the chimney, ridge and eaves are the critical points. We work with particular care there.
Can I convert my existing roof to in-roof?
Yes, but it only makes sense as part of a roof renovation. The tiles have to come off anyway then. If your roof is still in good condition, an on-roof system is usually the more economical solution. We tell you honestly during the site visit what is worthwhile.
Will an in-roof system be approved in a historic core zone?
Often more readily than an on-roof system, because it looks calmer. For protected buildings and in historic core zones, a permit is required, and the commune decides case by case. We clarify the situation for your address and submit the documents.
Which regions do you cover?
All of German-speaking Switzerland. We build most often in the cantons of Zurich, St. Gallen, Schwyz and Aargau. Our locations are in Zumikon ZH and Lachen SZ.
