In-roof solar in the Canton of Appenzell Ausserrhoden
What applies to your solar roof in the Canton of Appenzell Ausserrhoden
Solar roofs in historic core zones and protected townscapes
The Canton of Appenzell Ausserrhoden’s guide to solar systems states when a building permit remains necessary. This applies to cultural monuments of national and cantonal importance, which also includes communal monuments and protected groups of houses and hamlets. It applies in national and communal townscape protection zones, in areas of the Federal Inventory of Landscapes and Natural Monuments, and for buildings with conservation target A under ISOS. Even for systems that appear to be permit-free, a duty to notify always applies, and the commune has the final say. We did not find a separate in-roof rule in the guide. Before the quote, we clarify which category your building falls into.
Subsidies
The federal government pays the one-off payment (Einmalvergütung, EIV) through Pronovo. It depends, among other things, on the system type, whether add-on, integrated or free-standing, and it is higher for integrated systems. The Canton of Appenzell Ausserrhoden pays an additional contribution based on this one-off payment. For systems commissioned from 1 September 2025, it is at most 50% of the federal payment, up to a maximum of CHF 100,000 per project. Pure renovations of existing systems are excluded. You submit the application after commissioning, once the federal decision is legally binding. The Office for the Environment (Amt für Umwelt) receives it through the buildings programme portal.
Plan the roof renovation and solar roof together
Around 72% of residential buildings date from before 1980. These older houses often need a new roof covering. If you combine it with an in-roof system, you save tiles on the covered area and plan insulation and underlay at the same time. At this altitude we pay attention to snow load and snow guards during planning. We check this at the site visit together with the roofer.

Frequently asked questions
Before you get in touch.
Is the site visit really free?
Yes. The visit and the quote cost you nothing and commit you to nothing. You only decide once you hold the binding quote in your hands.
Where does a solar system in Appenzell Ausserrhoden always need a building permit?
For cultural monuments, in national and communal townscape protection zones, in BLN areas (federal inventory of landscapes and natural monuments) and for buildings with conservation target A under ISOS. The cantonal guide lists these as protection statuses that require a permit.
How high is the cantonal contribution for photovoltaics in Appenzell Ausserrhoden?
For systems commissioned from 1 September 2025, the canton pays at most 50% of the federal one-off payment, capped at CHF 100,000 per project. The application follows after commissioning, once the federal decision is legally binding.
May a commune in Appenzell Ausserrhoden set colour requirements for solar roofs that need no permit?
No. The guide states that additional requirements for permit-free status, such as colour requirements, are not permitted. In protection zones that require a permit, the conditions there apply.
Is an in-roof system watertight?
Yes, if it is properly planned and installed. Together with flashings and seals, the modules form the water-bearing layer. Underneath, an underlay membrane remains as a second safeguard. Connections at the chimney, ridge and eaves are the critical points. We work with particular care there.
Can I convert my existing roof to in-roof?
Yes, but it only makes sense as part of a roof renovation. The tiles have to come off anyway then. If your roof is still in good condition, an on-roof system is usually the more economical solution. We tell you honestly during the site visit what is worthwhile.
Will an in-roof system be approved in a historic core zone?
Often more readily than an on-roof system, because it looks calmer. For protected buildings and in historic core zones, a permit is required, and the commune decides case by case. We clarify the situation for your address and submit the documents.
Which regions do you cover?
All of German-speaking Switzerland. We build most often in the cantons of Zurich, St. Gallen, Schwyz and Aargau. Our locations are in Zumikon ZH and Lachen SZ.
