Example: replacing an oil heating system in a single-family home in the Canton of Zurich

  • Heat demand per yeararound 20,000 kWh
  • Heating oil no longer neededaround 2,000 litres
  • Power needed by the heat pumparound 5,700 kWh
  • Cost with grid poweraround CHF 1,410

Guide value, not a quote. Assumptions: air-to-water heat pump with a seasonal performance factor of 3.5, around 10 kWh of heat per litre of heating oil, electricity price 24.8 ct./kWh excluding VAT. Power from your own roof lowers the cost, and a ground-source heat pump needs less power. More in our guide How much does a heat pump cost?

Heat pump in the Canton of Zurich

What applies to your heat pump in the Canton of Zurich

Permit: notification for air-to-water, permit for boreholes

In the Canton of Zurich, a notification to the commune is enough for most air-to-water heat pumps. This applies to units inside the building and to outdoor units up to 2 cubic metres in volume. The basis is the Planning and Building Act (PBG) and the Building Procedure Ordinance (BVV). You submit the notification through eBaugesucheZH or the commune’s form. It includes a site plan, the technical data sheet and a noise protection assessment. If the commune raises no objections within 30 days of confirming receipt, you may build. Outdoor units in historic core zones and within the scope of townscape and heritage protection inventories still need a permit.

Boreholes (ground probes) always need a water protection permit. The application goes through the commune to the AWEL. The canton’s heat use atlas shows whether drilling is allowed at your site. We clarify the site and the procedure before the quote, and we submit the notification and the application for you.

Replacing your heating system: what the Energy Act requires

Section 11 of the Energy Act has applied since 1 September 2022. In existing buildings, renewable energy must be used when the heat generator is replaced, if this is technically possible and the lifecycle costs are no more than 5 percent above those of a fossil heating system. A new oil or gas heating system is only allowed if one of these two conditions is not met. In that case you must also save 10 percent of your energy consumption or cover it from renewable sources. For the cost comparison, the canton provides the heating cost calculator EN-LCC-ZH.

Subsidies in the Canton of Zurich

The 2026 subsidy programme supports replacing oil, gas and electric heating with heat pumps. Up to 15 kW thermal output, an air-to-water heat pump receives CHF 2,900, and CHF 160 for each further kW above that. A ground-source heat pump (borehole) receives CHF 6,800 up to 15 kW, and CHF 420 per kW above that. Up to 15 kW, the canton requires the heat pump system module (Wärmepumpen-System-Modul).

Timing matters. The application must be submitted through the application platform before work starts: before installation for air-to-water, and before drilling for boreholes. In a district heating zone (Verbundgebiet) that is not eligible for subsidies, the heat pump is not supported. We submit the application and first check whether your property is affected.

Grid operator and electricity price

The cantonal median is 24.8 ct./kWh excluding VAT, below the Swiss median of 27.7 ct. EKZ supplies 131 of the 160 communes, at 24.1 ct. on average. There are also smaller utilities such as Infrastruktur Zürichsee AG, Energie Uster and EW Wald. The heat pump is registered with the grid operator through a technical connection application. Some utilities have their own tariffs or blocking times, and we clarify this for your utility.

A special feature: many older buildings with oil and gas

In the Canton of Zurich, 55.1 percent of residential buildings are still heated with fossil fuels, and 59.5 percent date from before 1981. For these houses, we measure the required flow temperature during the site visit and check whether the existing radiators are sufficient. A suitable solar system further lowers the electricity costs of the heat pump.

Grid operators

Electricity prices 2026 in the Canton of Zurich

What power from the grid costs is set by your grid operator. It sets the running costs of your heat pump. Power from your own roof lowers them, and the more expensive grid power is, the more it saves.Swiss median: 27.7 ct./kWh.

Frequently asked questions

Before you get in touch.

Your question is not listed?

044 980 08 80info@solarinnovation.ch
Is the site visit really free?

Yes. The visit and the quote cost you nothing and commit you to nothing. You only decide once you hold the binding quote in your hands.

Do I need a building application for an air-to-water heat pump in the Canton of Zurich?

As a rule, a notification to the commune is enough. This applies to units inside the building and to outdoor units up to 2 cubic metres. In historic core zones and in protected townscape or heritage areas, a permit is required.

How high is the subsidy for a heat pump in the Canton of Zurich?

For 2026, up to 15 kW thermal output it is CHF 2,900 for air-to-water and CHF 6,800 for ground-source (borehole). Above that, CHF 160 and CHF 420 respectively are added for each further kW. The application must be submitted before work starts, and we handle it for you.

Can I replace an oil heating system with another oil system in the Canton of Zurich?

Only if a renewable solution is technically impossible or would cost more than 5 percent extra over its lifetime. In that case you must also save 10 percent of your energy consumption or cover it from renewable sources. We work out the comparison for you during the site visit.

Where does the Canton of Zurich show whether a borehole is allowed at my site?

The canton's heat use atlas (Wärmenutzungsatlas) shows the permitted areas. Every borehole needs a water protection permit. The application goes through the commune to the AWEL (cantonal office for waste, water, energy and air). We check the site before we prepare the quote.

How long does replacing the heating take, from enquiry to commissioning?

The site visit usually takes place within a week, and the quote follows within 72 hours. Depending on permits and delivery times, a few weeks to a few months then pass. Installing an air-to-water heat pump often takes only a few days. With a ground-source heat pump, the drilling comes on top.

When should I replace my old heating system?

Ideally before it fails. Then there is time for planning, permits and the subsidy application. If you only enquire after a breakdown, you have to decide under time pressure. For oil and gas heating from about 20 years old, it is worth asking now.

Do I have to insulate the house first?

Not in every case. What matters is the flow temperature your heating needs. We measure it during the site visit and check whether your existing radiators are sufficient or whether some should be replaced.

Which regions do you cover?

All of German-speaking Switzerland. We build most often in the cantons of Zurich, St. Gallen, Schwyz and Aargau. Our locations are in Zumikon ZH and Lachen SZ.
