Example: replacing an oil heating system in a single-family home in the Canton of Lucerne

  • Heat demand per yeararound 20,000 kWh
  • Heating oil no longer neededaround 2,000 litres
  • Power needed by the heat pumparound 5,700 kWh
  • Cost with grid poweraround CHF 1,450

Guide value, not a quote. Assumptions: air-to-water heat pump with a seasonal performance factor of 3.5, around 10 kWh of heat per litre of heating oil, electricity price 25.4 ct./kWh excluding VAT. Power from your own roof lowers the cost, and a ground-source heat pump needs less power. More in our guide How much does a heat pump cost?

Heat pump in the Canton of Lucerne

What applies to your heat pump in the Canton of Lucerne

Permit: air-to-water and borehole

An air-to-water heat pump causes noise and needs a building permit in the Canton of Lucerne, both for new buildings and for replacements, as a rule in the simplified procedure (Section 53 para. 2b PBV). The commune is responsible. The building application includes a noise protection assessment. This also applies to units that stand indoors and use outside air, because they also emit noise to the outside. We prepare the assessment and submit the application.

A borehole (ground probe) always needs a water protection permit from the canton. For boreholes up to 400 metres deep, a building permit is generally not needed, unless public or private interests are affected, for example with minimum distances. The geothermal map in the geoportal shows where boreholes are permitted, where conditions apply and where drilling is not allowed.

Replacing your heating system: what the Energy Act requires

Replacing a heat generator in existing buildings with residential use has had to be notified since 1 January 2019. The notification is made at the latest 20 days before work starts. The revised Energy Act and its ordinance have applied since 1 March 2025. You have a free choice of heating system if the building reaches GEAK class D (cantonal energy certificate for buildings) or a Minergie certificate. Otherwise a standard solution must be implemented. A heat pump is such a standard solution. Since 1 June 2026, for projects that need a permit, form EN-103 through EVEN is enough, and a separate energy notification is no longer needed.

Subsidies in the Canton of Lucerne

The canton subsidises replacing a fossil or electric main heating system with a heat pump. In 2026, it pays a flat CHF 4,000 for air-to-water units up to 15 kW, and from 15 to 70 kW CHF 2,500 plus CHF 100 per kW. For boreholes and water-to-water units, it is CHF 8,500 up to 15 kW, and from 15 to 70 kW CHF 4,000 plus CHF 300 per kW.

The application must be submitted before work starts through the Das Gebäudeprogramm portal. Up to 15 kW, the heat pump system module (Wärmepumpen-System-Modul) is required. We submit permit and subsidy applications.

Grid operator and electricity price

In 70 of the 79 communes in Lucerne, CKW supplies the electricity, alongside smaller utilities such as EWS and individual cooperatives. At 25.4 ct. per kWh, the cantonal median is below the Swiss median of 27.7 ct. (excluding VAT, household category H4, ElCom 2026). We register the heat pump with the grid operator. Blocking times and tariffs differ by utility, and we clarify them in advance.

A special feature

In the Canton of Lucerne, a good third of residential buildings already heat with a heat pump. A solar system on the roof supplies electricity for the heat pump, and we plan this with you if needed.

Grid operators

Electricity prices 2026 in the Canton of Lucerne

What power from the grid costs is set by your grid operator. It sets the running costs of your heat pump. Power from your own roof lowers them, and the more expensive grid power is, the more it saves.Swiss median: 27.7 ct./kWh.

Frequently asked questions

Before you get in touch.

Your question is not listed?

044 980 08 80info@solarinnovation.ch
Is the site visit really free?

Yes. The visit and the quote cost you nothing and commit you to nothing. You only decide once you hold the binding quote in your hands.

How high is the subsidy for a heat pump in the Canton of Lucerne?

Up to 15 kW, the canton pays CHF 4,000 for air-to-water units and CHF 8,500 for boreholes. Between 15 and 70 kW there is a base amount plus an amount per kW. The application must be submitted before work starts, and we submit it for you.

Do I need a building permit for an air-to-water heat pump in the Canton of Lucerne?

Yes, as a rule in the simplified procedure at the commune. The building application includes a noise protection assessment, which we prepare. Units installed indoors that use outside air also need a noise assessment.

Do I have to notify the replacement of my heating system in the Canton of Lucerne?

Yes, replacing a heat generator in buildings with residential use must be notified, at the latest 20 days before work starts. A heat pump counts as a standard solution. We take care of the notification.

May I drill a borehole in the Canton of Lucerne?

In every case, this requires a water protection permit from the canton. The geothermal map in the geoportal shows where boreholes are permitted, permitted with conditions or not permitted. We submit the application.

How long does replacing the heating take, from enquiry to commissioning?

The site visit usually takes place within a week, and the quote follows within 72 hours. Depending on permits and delivery times, a few weeks to a few months then pass. Installing an air-to-water heat pump often takes only a few days. With a ground-source heat pump, the drilling comes on top.

When should I replace my old heating system?

Ideally before it fails. Then there is time for planning, permits and the subsidy application. If you only enquire after a breakdown, you have to decide under time pressure. For oil and gas heating from about 20 years old, it is worth asking now.

Do I have to insulate the house first?

Not in every case. What matters is the flow temperature your heating needs. We measure it during the site visit and check whether your existing radiators are sufficient or whether some should be replaced.

Which regions do you cover?

All of German-speaking Switzerland. We build most often in the cantons of Zurich, St. Gallen, Schwyz and Aargau. Our locations are in Zumikon ZH and Lachen SZ.
