Example: replacing an oil heating system in a single-family home in German-speaking Fribourg

  • Heat demand per yeararound 20,000 kWh
  • Heating oil no longer neededaround 2,000 litres
  • Power needed by the heat pumparound 5,700 kWh
  • Cost with grid poweraround CHF 1,560

Guide value, not a quote. Assumptions: air-to-water heat pump with a seasonal performance factor of 3.5, around 10 kWh of heat per litre of heating oil, electricity price 27.3 ct./kWh excluding VAT. Power from your own roof lowers the cost, and a ground-source heat pump needs less power. More in our guide How much does a heat pump cost?

Heat pump in German-speaking Fribourg

What applies to your heat pump in German-speaking Fribourg

Permit: air-to-water and borehole

For an air-to-water heat pump with an outdoor unit, noise protection is the main concern. The Canton of Fribourg has given the communes recommendations for building applications in the simplified procedure. If the unit is quiet and stands far enough from the nearest neighbour, the state of the art and the noise limits are deemed to be met. We choose the model and location accordingly and prepare the documents for your commune.

For a borehole (ground probe), the cantonal permissibility map shows whether drilling is possible at your site from a groundwater protection point of view. In prohibition zones, no new borehole can be approved. In the building application, the Environment Office, the Energy Office and the Office for Construction and Spatial Planning give their opinions.

Replacing your heating system: what the Energy Act requires

Since 1 January 2020, a requirement has applied in the Canton of Fribourg when an oil or gas heating system is replaced: no more than 80 percent of the heat demand for heating and hot water may be covered by non-renewable energy. For new buildings, 30 percent must be renewable. A heat pump meets this requirement. The canton has also set conditions for replacing an electric heating system.

Subsidies in German-speaking Fribourg

The canton’s Buildings Programme has applied in its current version since 1 January 2025. It subsidises heat pumps that replace an oil, gas or permanently installed electric resistance heating system. Air-to-water units up to 70 kW receive CHF 3,500 plus CHF 150 per kW. For ground-source (borehole) and water-to-water units up to 70 kW, it is CHF 5,000 plus CHF 300 per kW. The subsidy is calculated with at most 50 watts of rated output per square metre of energy reference area. Up to 15 kW, the heat pump system module (Wärmepumpen-System-Modul) is required.

Work may only start once you have received approval. We submit permit and subsidy applications.

Grid operator and electricity price

In all 15 communes of German-speaking Fribourg, Groupe E supplies the electricity. At 27.3 ct. per kWh, the median is just below the Swiss median of 27.7 ct. (excluding VAT, household category H4, ElCom 2026). We register the heat pump with Groupe E. We clarify tariffs and blocking times in advance.

A special feature

In German-speaking Fribourg, more than half of residential buildings already heat with a heat pump. The oil share is 24 percent, and buildings from before 1981 make up 48 percent. In newer houses, the existing radiators are often sufficient, and we check this during the site visit.

What power from the grid costs is set by your grid operator. It sets the running costs of your heat pump. Power from your own roof lowers them, and the more expensive grid power is, the more it saves.Swiss median: 27.7 ct./kWh.

Frequently asked questions

Before you get in touch.

Your question is not listed?

044 980 08 80info@solarinnovation.ch
Is the site visit really free?

Yes. The visit and the quote cost you nothing and commit you to nothing. You only decide once you hold the binding quote in your hands.

How high is the subsidy for a heat pump in German-speaking Fribourg?

The Canton of Fribourg pays CHF 3,500 plus CHF 150 per kW for air-to-water heat pumps up to 70 kW. For ground-source (borehole) and water-to-water units up to 70 kW it is CHF 5,000 plus CHF 300 per kW. Work may only start after approval, and we submit the application for you.

What does the Canton of Fribourg require when a heating system is replaced?

Since 1 January 2020, when an oil or gas heating system is replaced, no more than 80 percent of the heat demand may be covered by non-renewable energy. A heat pump meets this requirement.

May I drill a borehole in German-speaking Fribourg?

The cantonal map of the permissibility of ground-source heat boreholes shows this. In prohibition zones, no new borehole can be approved. In the building application, the Environment Office, the Energy Office and the Office for Construction and Spatial Planning give their opinions. We prepare the documents.

Is there additional subsidy from the commune in German-speaking Fribourg?

Some communes have their own subsidy programmes, and the canton lists them on its subsidy page. We ask your commune whether a contribution is added to the cantonal subsidy.

How long does replacing the heating take, from enquiry to commissioning?

The site visit usually takes place within a week, and the quote follows within 72 hours. Depending on permits and delivery times, a few weeks to a few months then pass. Installing an air-to-water heat pump often takes only a few days. With a ground-source heat pump, the drilling comes on top.

When should I replace my old heating system?

Ideally before it fails. Then there is time for planning, permits and the subsidy application. If you only enquire after a breakdown, you have to decide under time pressure. For oil and gas heating from about 20 years old, it is worth asking now.

Do I have to insulate the house first?

Not in every case. What matters is the flow temperature your heating needs. We measure it during the site visit and check whether your existing radiators are sufficient or whether some should be replaced.

Which regions do you cover?

All of German-speaking Switzerland. We build most often in the cantons of Zurich, St. Gallen, Schwyz and Aargau. Our locations are in Zumikon ZH and Lachen SZ.
