Guide value, not a quote. Assumptions: air-to-water heat pump with a seasonal performance factor of 3.5, around 10 kWh of heat per litre of heating oil, electricity price 29.3 ct./kWh excluding VAT. Power from your own roof lowers the cost, and a ground-source heat pump needs less power. More in our guide How much does a heat pump cost?

Heat pump in the Canton of Bern

What applies to your heat pump in the Canton of Bern

Permit: air-to-water and borehole

In the Canton of Bern, the outdoor unit of an air-to-water heat pump currently needs a building permit. The commune checks whether the Noise Abatement Ordinance is met. This also applies to split units with an outdoor and an indoor part. On 30 April 2026, the cantonal government asked the Grand Council to introduce a notification requirement instead of a building permit for outdoor air heat pumps. Whether and when this will apply is open. We prepare the noise assessment and clarify the procedure with your commune.

A borehole (ground probe) needs a water protection permit from the Office for Water and Waste. Whether drilling is possible at your site is shown by the map on kann-ich-bohren.ch and in the canton’s geoportal. The fee starts at CHF 370.

Replacing your heating system: what the Energy Act requires

The revised Energy Act has applied in the Canton of Bern since 1 January 2023. Every replacement of a heat generator must be notified, whatever the energy source. The notification goes through the eBau portal. If the building is more than 20 years old, the non-renewable share may be at most 90 percent of the relevant demand. You meet this with a standard solution, a Minergie certificate or GEAK class D (cantonal energy certificate for buildings). A heat pump is one of the standard solutions.

Subsidies in the Canton of Bern

The canton subsidises replacing oil, gas and electric heating with heat pumps. For air-to-water units up to 15 kW the subsidy is CHF 6,000, and above that CHF 4,500 plus CHF 100 per kW. For ground-source (borehole) and water-to-water units up to 15 kW it is CHF 10,000, and above that CHF 4,800 plus CHF 360 per kW. The subsidy is capped at 35 percent of the costs.

The application must be submitted on the online portal before work starts, and the canton does not process applications submitted later. Up to 15 kW a heat pump system module (Wärmepumpen-System-Modul) is needed, and the canton pays for its certificate. After installation, a GEAK is required for residential buildings. We submit permit and subsidy applications.

Grid operator and electricity price

Most communes in Bern are supplied by BKW, alongside utilities such as the cooperative Elektra Jegenstorf or the IBI in Interlaken. At 29.3 ct. per kWh, the cantonal median is above the Swiss median of 27.7 ct. (excluding VAT, household category H4, ElCom 2026). We register the heat pump with the grid operator. Blocking times and tariffs differ by utility, and we clarify them in advance.

Grid operators

Electricity prices 2026 in the Canton of Bern

What power from the grid costs is set by your grid operator. It sets the running costs of your heat pump. Power from your own roof lowers them, and the more expensive grid power is, the more it saves.Swiss median: 27.7 ct./kWh.

Frequently asked questions

Before you get in touch.

Your question is not listed?

044 980 08 80info@solarinnovation.ch
Is the site visit really free?

Yes. The visit and the quote cost you nothing and commit you to nothing. You only decide once you hold the binding quote in your hands.

How high is the subsidy for a heat pump in the Canton of Bern?

For an air-to-water heat pump up to 15 kW, the canton pays CHF 6,000, and for a ground-source (borehole) heat pump up to 15 kW it is CHF 10,000. For larger systems, an amount per kW is added. The application must be submitted before work starts, and we submit it for you.

Do I need a building permit for an air-to-water heat pump in the Canton of Bern?

For an outdoor unit, a building permit is currently usually needed, because noise protection is assessed. In April 2026 the cantonal government proposed introducing a notification requirement instead, but nothing has been decided yet. We clarify the procedure with your commune.

Do I have to notify the replacement of my heating system in the Canton of Bern?

Yes, every replacement of a heat generator must be notified, through the eBau portal. We prepare the notification for you.

May I drill a borehole in the Canton of Bern?

That depends on the plot. On kann-ich-bohren.ch and in the canton's geoportal you can see whether drilling is possible in principle. The permit is issued by the Office for Water and Waste (Amt für Wasser und Abfall), and we handle the submission.

How long does replacing the heating take, from enquiry to commissioning?

The site visit usually takes place within a week, and the quote follows within 72 hours. Depending on permits and delivery times, a few weeks to a few months then pass. Installing an air-to-water heat pump often takes only a few days. With a ground-source heat pump, the drilling comes on top.

When should I replace my old heating system?

Ideally before it fails. Then there is time for planning, permits and the subsidy application. If you only enquire after a breakdown, you have to decide under time pressure. For oil and gas heating from about 20 years old, it is worth asking now.

Do I have to insulate the house first?

Not in every case. What matters is the flow temperature your heating needs. We measure it during the site visit and check whether your existing radiators are sufficient or whether some should be replaced.

Which regions do you cover?

All of German-speaking Switzerland. We build most often in the cantons of Zurich, St. Gallen, Schwyz and Aargau. Our locations are in Zumikon ZH and Lachen SZ.
