  • Heating oil no longer neededaround 2,000 litres
  • Power needed by the heat pumparound 5,700 kWh
  • Cost with grid poweraround CHF 1,820

Guide value, not a quote. Assumptions: air-to-water heat pump with a seasonal performance factor of 3.5, around 10 kWh of heat per litre of heating oil, electricity price 32.0 ct./kWh excluding VAT. Power from your own roof lowers the cost, and a ground-source heat pump needs less power. More in our guide How much does a heat pump cost?

Heat pump in the Canton of Basel-Country

What applies to your heat pump in the Canton of Basel-Country

Permit: air-to-water and borehole

In the Canton of Basel-Country, the outdoor unit of an air-to-water heat pump must be notified up to a volume of 2 cubic metres, since 1 July 2022. A building permit is needed for larger units, in historic core, protected townscape and heritage protection zones, and for cultural and natural monuments. Units installed indoors need neither a notification nor a permit. The notification and the building application go to the building inspectorate in Liestal, or in Reinach to the Reinach building inspectorate. A noise protection assessment must be enclosed. A distance of 2 metres applies to the neighbouring plot boundary, otherwise the neighbour’s consent is required.

A borehole (ground probe) needs a water protection permit from the Office for Environmental Protection and Energy. The geothermal use map in the canton’s GeoView shows where drilling is possible. In groundwater protection zones and on contaminated sites it is ruled out.

Replacing your heating system: what the Energy Act requires

Since 1 January 2026, a system based on renewable energy must be installed when a boiler is replaced in existing buildings, as far as it is technically possible and economically viable over its lifetime. This also applies when only the burner is replaced, if the heating system is more than 15 years old. The basis is the Energy Act and the decree issued under it. If a renewable system is not possible, the Office for Environmental Protection and Energy can approve an exception on application. A heat pump meets the requirement.

Subsidies in the Canton of Basel-Country

The Baselbieter Energiepaket subsidises replacing oil, gas and electric heating. Air-to-water heat pumps receive CHF 5,000 plus CHF 200 per kW of thermal output. For ground-source (borehole) and water-to-water units, it is CHF 7,000 plus CHF 360 per kW. The subsidy is capped at 50 percent of the investment costs, and the minimum subsidy is CHF 500. An energy bonus (Energieprämie) is also possible, which we check for your project.

The application must be submitted through the online portal before work starts. Up to 15 kW, the heat pump system module (Wärmepumpen-System-Modul) is required. We submit permit and subsidy applications.

Grid operator and electricity price

In the canton, the communes are supplied mainly by EBL, Primeo Netz and BKW. At 32.0 ct. per kWh, the cantonal median is above the Swiss median of 27.7 ct. (excluding VAT, household category H4, ElCom 2026). We register the heat pump with the grid operator. Blocking times and tariffs differ by utility, and we clarify them in advance.

What power from the grid costs is set by your grid operator. It sets the running costs of your heat pump. Power from your own roof lowers them, and the more expensive grid power is, the more it saves.Swiss median: 27.7 ct./kWh.

Frequently asked questions

Before you get in touch.

Your question is not listed?

044 980 08 80info@solarinnovation.ch
Is the site visit really free?

Yes. The visit and the quote cost you nothing and commit you to nothing. You only decide once you hold the binding quote in your hands.

How high is the subsidy for a heat pump in the Canton of Basel-Country?

The Baselbieter Energiepaket pays CHF 5,000 plus CHF 200 per kW for air-to-water units, and CHF 7,000 plus CHF 360 per kW for ground-source (borehole) and water-to-water units. The application must be submitted before work starts, and we submit it for you.

Do I need a building permit for an air-to-water heat pump in Basel-Country?

Outdoor units up to 2 cubic metres must be notified. Larger units, and units in historic core, protected townscape or heritage protection zones, need a building permit. Both require a noise protection assessment, which we prepare. Units installed indoors need neither a notification nor a permit.

May I drill a borehole in the Canton of Basel-Country?

This requires a water protection permit from the Office for Environmental Protection and Energy (Amt für Umweltschutz und Energie). The geothermal use map shows whether drilling is allowed at your site. In groundwater protection zones it is ruled out. We prepare the application.

May I install a new oil heating system in the Canton of Basel-Country?

When a boiler is replaced in existing buildings, a renewable system must be installed since 1 January 2026, as far as it is technically possible and economically viable. The Office for Environmental Protection and Energy can approve exceptions on application.

How long does replacing the heating take, from enquiry to commissioning?

The site visit usually takes place within a week, and the quote follows within 72 hours. Depending on permits and delivery times, a few weeks to a few months then pass. Installing an air-to-water heat pump often takes only a few days. With a ground-source heat pump, the drilling comes on top.

When should I replace my old heating system?

Ideally before it fails. Then there is time for planning, permits and the subsidy application. If you only enquire after a breakdown, you have to decide under time pressure. For oil and gas heating from about 20 years old, it is worth asking now.

Do I have to insulate the house first?

Not in every case. What matters is the flow temperature your heating needs. We measure it during the site visit and check whether your existing radiators are sufficient or whether some should be replaced.

Which regions do you cover?

All of German-speaking Switzerland. We build most often in the cantons of Zurich, St. Gallen, Schwyz and Aargau. Our locations are in Zumikon ZH and Lachen SZ.
