  • Heat demand per yeararound 20,000 kWh
  • Heating oil no longer neededaround 2,000 litres
  • Power needed by the heat pumparound 5,700 kWh
  • Cost with grid poweraround CHF 1,890

Guide value, not a quote. Assumptions: air-to-water heat pump with a seasonal performance factor of 3.5, around 10 kWh of heat per litre of heating oil, electricity price 33.2 ct./kWh excluding VAT. Power from your own roof lowers the cost, and a ground-source heat pump needs less power. More in our guide How much does a heat pump cost?

Heat pump in the Canton of Basel-City

What applies to your heat pump in the Canton of Basel-City

Permit: air-to-water and borehole

In Basel-City, the procedure depends on the type and location of the unit. Air-to-water heat pumps inside a building need neither a permit nor a notification. An outdoor unit up to 100 x 160 x 70 cm that is well integrated and meets the noise requirements is notified. Larger units need a building permit. This also applies when several small units stand on one plot, because their volumes are added together. The Building and Hospitality Inspectorate assesses the placement, and the Office for Environment and Energy assesses the noise.

Ground-source heat pumps always need a permit. First, you check on the borehole map whether drilling is permitted. A drilling permit to protect the groundwater is also needed.

Replacing your heating system: what the Energy Act requires

Since 1 October 2017, the following has applied in the Canton of Basel-City: when the heat generator is replaced in existing buildings, you must switch to renewable energy, as far as this is technically possible and causes no extra costs. Installing a fossil heating system must be notified, with comparison quotes for renewable systems. If an oil or gas heating system is 15 years old or older, a GEAK Plus must be prepared. With a heat pump, you meet the requirement.

Subsidies in the Canton of Basel-City

For replacing an oil, gas or electric heating system, the canton pays CHF 8,000 plus CHF 250 per kW for air-to-water units outside the district heating area. For ground-source (borehole) and water-to-water units up to 10 kW, the maximum is CHF 30,000, and from 10 kW it is CHF 25,500 plus CHF 450 per kW. The subsidy is at most 40 percent of the investment.

In the district heating area, halved subsidies apply up to 70 kW, and above that there is no subsidy. The application must be submitted before work starts. We submit permit and subsidy applications and check whether your house is in the district heating area.

Grid operator and electricity price

The grid operator is IWB. At 33.2 ct. per kWh, the cantonal median is above the Swiss median of 27.7 ct. (excluding VAT, household category H4, ElCom 2026). We register the heat pump with IWB. We clarify tariffs and blocking times in advance.

A special feature

Around 88 percent of residential buildings date from before 1981, and Basel is densely built. For outdoor units, the distance and sound levels to neighbours matter particularly, and for boreholes, whether drilling is permitted on your plot.

What power from the grid costs is set by your grid operator. It sets the running costs of your heat pump. Power from your own roof lowers them, and the more expensive grid power is, the more it saves.Swiss median: 27.7 ct./kWh.

Frequently asked questions

Before you get in touch.

Your question is not listed?

044 980 08 80info@solarinnovation.ch
Is the site visit really free?

Yes. The visit and the quote cost you nothing and commit you to nothing. You only decide once you hold the binding quote in your hands.

How high is the subsidy for a heat pump in the Canton of Basel-City?

Outside the district heating area, the canton pays CHF 8,000 plus CHF 250 per kW for air-to-water units, and the subsidy is capped at 40 percent of the investment. In the district heating area, half the rate applies up to 70 kW, and above that there is no subsidy. The application is submitted before work starts, and we submit it for you.

Do I need a permit for an air-to-water heat pump in Basel-City?

Units installed indoors need neither a permit nor a notification. Small outdoor units up to 100 x 160 x 70 cm must be notified. Larger units, and several units on one plot, need a building permit. We check in advance which case applies to you.

May I drill a borehole in Basel-City?

Ground-source heat pumps always need a permit. The borehole map shows where drilling is permitted, and in the west of Riehen it is prohibited. The application goes to the Office for Environment and Energy (Amt für Umwelt und Energie), and we prepare it.

Do I have to replace my oil heating system in Basel-City?

When it is replaced, you must switch to renewable energy, as far as this is technically possible and causes no extra costs. If an oil or gas heating system is 15 years old or older, the canton requires a GEAK Plus (cantonal energy certificate for buildings). We show you what is possible in your house.

How long does replacing the heating take, from enquiry to commissioning?

The site visit usually takes place within a week, and the quote follows within 72 hours. Depending on permits and delivery times, a few weeks to a few months then pass. Installing an air-to-water heat pump often takes only a few days. With a ground-source heat pump, the drilling comes on top.

When should I replace my old heating system?

Ideally before it fails. Then there is time for planning, permits and the subsidy application. If you only enquire after a breakdown, you have to decide under time pressure. For oil and gas heating from about 20 years old, it is worth asking now.

Do I have to insulate the house first?

Not in every case. What matters is the flow temperature your heating needs. We measure it during the site visit and check whether your existing radiators are sufficient or whether some should be replaced.

Which regions do you cover?

All of German-speaking Switzerland. We build most often in the cantons of Zurich, St. Gallen, Schwyz and Aargau. Our locations are in Zumikon ZH and Lachen SZ.
